Description
The purpose of AEFLA is to create a partnership among the federal government, states, and localities to provide, on a voluntary basis, adult education and literacy activities, in order to
- assist adults to become literate and obtain the knowledge and skills necessary for employment and economic self-sufficiency;
- assist adults who are parents or family members to obtain the education and skills that are necessary to becoming full partners in the educational development of their children and lead to sustainable improvements in the economic opportunities for their family;
- assist adults in attaining a secondary school diploma and in the transition to postsecondary education and training, including through career pathways; and
- assist immigrants and other individuals who are English language learners in improving their reading, writing, speaking, and comprehension skills in English; mathematics skills; and acquiring an understanding of the American system of government, individual freedom, and the responsibilities of citizenship.
In accordance with WIOA Title II (Sec. 231), required local activities include one or more of the following categories:
- Adult education;
- Literacy;
- Workplace adult education and literacy;
- Generational Family Services (GFS);
- English language acquisition;
- Integrated English Literacy and Civics Education (IEL/CE);
- Workforce preparation; or
- Integrated education and training (IET).

Eligible Applicants
Eligible applicants (i.e., eligible providers) are organizations that can prove evidence of demonstrated effectiveness in providing adult education and literacy activities; eligible applicants may include—
- a local educational agency (LEA, i.e., school district);
- a community-based organization or faith-based organization;
- a volunteer literacy organization;
- an institution of higher education;
- a public or private nonprofit agency;
- a library;
- a public housing authority;
- a nonprofit institution that is not described in any of items 1. through 7. and has the ability to provide adult education and literacy activities to eligible individuals;
- a consortium or coalition of the agencies, organizations, institutions, libraries, or authorities described in any of items 1. through 8.; and
- a partnership between an employer and an entity described in any of items 1. through 9.

Funding Detail
Approximately $5,415,300 is available for the Adult Education subgrant program and may fund up to 60 subgrants ranging from $16,460 to $361,714.
