The General Assembly sometimes gives the South Carolina State Board of Education statutory authority to pass binding model policies that school districts are required to adopt. District and Charter school boards must adopt policies that comply with these model policies.

On September 3, 2024, the State Board of Education officially adopted a model policy prohibiting the use of personal electronic devices during the school day. The model policy pre-reading is also available.
