Title I Fiscal Compliance

Administration

The function of the Office of Federal and State Accountability is to ensure all fiscal components of Title I, Part A of the Elementary and Secondary Education Act (ESEA) are in compliance. Fiscal components include federal allocations, financial management and budgeting, data collection and reporting, Maintenance of Effort (MOE), comparability, monitoring of programs, audit compliance, ensuring funds are supplementing and not supplanting state or local funds and Title I, Part A project application approval.

Programs & Services

School districts may receive funds under Title I, Part A of the Elementary and Secondary Education Act (ESEA) only if State and local funds will be used in schools served under Title I, Part A, to provide services that, taken as a whole, are at least comparable to services in schools that are not receiving funds under Title I, Part A. Comparability of services is an annual test required of all school districts receiving funds under Title I, Part A of the Elementary and Secondary Education Act (excluding schools with only one school per grade span).
