The purpose of the Monitoring Review Process is to meet U.S. Department of Education General Administrative Regulation (EDGAR) Section 74.51 which requires that “recipients shall monitor sub-awards to ensure sub-recipients have met the audit requirements in Section 74.26.” Furthermore, the major changes in Federal Grants Management can be located in the OMB Uniform Guidance “2 CFR Part 200.”
On-site LEA monitoring is a process by which school districts and/or multi-district career centers (entities) are scheduled to receive an on-site visit by OCTE LEA Monitors to assure compliance with federal/state grant requirements for recipients of Perkins, EIA, and Work-Based Learning Funds, as it relates to the Entity’s CTE Local Plan.
Entities are selected based on risk analysis to include if the entity is non-compliant with the Use of Funds, Reporting of Funds, Quality Review Measures, Advisory Councils/Committees, and/or delinquent corrective action plans.
The on-site LEA monitoring schedule and sample forms are provided below as a resource tool to aid entities in the preparation for scheduled monitoring visits. Specific guidelines for Equipment Inventory/Dispositions and Local Plans are under the CTE Administrative Provisions Section of the CTE website.
Questions regarding the Monitoring Review Process should be directed to each entity’s assigned OCTE Monitor. Please refer to the list provided below:
