Comprehensive Local Needs Assessment (CLNA)

The Strengthening Career and Technical Education for the 21st Century Act (Perkins V) was signed into law on July 31, 2018. The reauthorized legislation went into effect on July 1, 2019. Perkins serves as the primary federal investment in CTE. The reauthorization of the legislation contains a new requirement. Local recipients of Perkins funding must participate in the regional needs assessment process to determine the regional and community workforce needs. There are several requirements for the Local Comprehensive Needs Assessment:

  • Evaluation of student performance by subgroup on Perkins core indicators.
  • Description of the CTE programs offered (size, scope, quality, and alignment).
  • Evaluation of the progress toward implementing CTE programs and programs of study.
  • Description of progress toward implementing equal access to CTE for all students.
