Description
The purpose of the Charter Schools Program (title V, part B, subpart 1 of the Elementary and Secondary Education Act (ESEA)), as stated in the federal authorizing statute and non-regulatory guidance, is to increase the national understanding of the charter school model by
- expanding the number of high-quality charter schools available to students across the nation by providing financial assistance for the planning, program design, and initial implementation of charter schools, and
- by evaluating the effects of charter schools, including their effects on students, student academic achievement, staff and parents.

Eligible Applicants
New charter schools that have received approval from their chartering authorizer (sponsor) to open in the 2018–19 school year may submit grant applications for this funding round.
A new charter school applicant that has not yet received an approval/denial determination from its authorizer (sponsor) may also submit a grant application. However, to receive subgrant funds, an applicant must be officially approved by an authorizer (sponsor). Funds will not be awarded until the approval is confirmed.
A charter school which meets the federal definition of a charter school and in the first year of operation may apply for an implementation-only subgrant for up to 24 months. See RFP for additional information on eligibility.
