SCDE's Agency Assessment of Subrecipient' s Risk for LEAs (Districts)
Implementation of 2 CFR Part 200, the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, commonly referred to as the Uniform Grant Guidance, in 2014 provides for the pass-through entity to evaluate each subrecipient’s risk of noncompliance with Federal statutes, regulations, and the terms and conditions of the subaward for purposes of determining the appropriate subrecipient monitoring. In accordance with 2 CFR Part 200.332, the South Carolina Department of Education (SCDE) developed a process to assess the risk of its subgrantees.
Subrecipient Risk Assessment Criteria. Generally, SCDE will assess risk on a three-point scale (high, medium, low) for ten risk criteria. Four criteria may be scored in a super-high category.
Office of Finance Subrecipient Risk Assessment Criteria. Generally, SCDE Finance will assess risk on a three-point scale (high, medium, low) for four risk criteria.
