Value-Added Measures (VAM) in State Statutes

SECTION 59-18-1960. School growth measurement system.
"In measuring annual school growth, with approval of the State Board of Education and the Education Oversight Committee, the State shall use a value-added system that calculates students progress or growth. A local school district may, in its discretion, use the value-added system to evaluate classroom teachers using student progress or growth."

Value-Added Measures in ADEPT Plans

Each year districts have the option to indicate in their ADEPT plan if they are using District Choice Measures aligned to our evaluation model to impact the overall evaluation rating for educators. The value-added system falls under the District Choice Measures category in the annual district ADEPT plan.

Value-Added Measures in South Carolina Evaluation System

 
Value-added is a statistical model that estimates the effects of schools on student academic growth. Each student gets a customized target based on the growth of students with similar test scores in previous school years, as well as the average prior achievement in their school by grade and subject. Once individual student results are established, we can then determine if, on average, the school’s students exceeded or failed to meet their target scores and by how much. This tells us how much “value” the school “added” to its students’ growth.
