The SC General Assembly has made available up to $15 Million of lottery funds for life safety infrastructure for school facilities projects as provided in Proviso 1.98(B) of the FY 18-19 Appropriation Act.
Eligible school facility projects include, but are not necessarily limited to items such as:
(a) door locks;
(b) security cameras;
(c) metal detectors;
(d) lifesaving medical equipment;
(e) equipment related to school resource officers, excluding vehicles.
School facilities do not include unimproved real property, centralized district administration facilities or other facilities, including those normally identified with interscholastic sports activities.
The SC Department of Education (SCDE) has established several application due dates as indicated below. Districts can choose their due date.

- October 26, 2018
- November 21, 2018
All applications must be submitted by November 21, 2018. Applications must be submitted via Google docs; no paper applications will be accepted and only one application is necessary. Here is a pdf of the application for reference.
The SCDE is requesting that districts identify their top three projects from the categories noted in the application. Only three projects should be identified. SCDE will give priority consideration to:
(a) projects that "harden" school facilities, to include keyless entry systems, external doors, external door locks, interior doors, and interior door locks that are compliant with classroom security/intruder function that includes key operation on both the classroom and corridor side to allow the teacher to engage the lock without opening the door;
(b) projects that provide first responders and law enforcement emergency responder radio coverage in accordance with local requirements;
(c) district facilities assessments and other resources to identify projects of greatest need.
The SCDE will review applications as received, prioritize eligible projects with the greatest need, and submit recommended projects to the SBE for final approval. Initial placement of projects on the priority list for funding may be subject to change as applications/projects are submitted that convey greater urgency or need.
Funds will be distributed, based on the prioritized, approved listing, as lottery funds are made available. There is no guarantee approved projects will be funded. Projects are only funded if lottery funds materialize.
